PROFILE OF TORGBUIGA YAKA IV: REGISTRAR, TRADITIONAL MEDICINE PRACTICE COUNCIL
Torgbuiga Yaka IV (known in private life as Francis Korbla Hlortsi-Akakpo) is a Ghanaian, a private legal practitioner and the first Registrar of the Traditional Medicine Practice Council of Ghana.
Torgbuiga received his O’ level GCE certificate from Odorgonno Secondary School, then in Adabraka. He also obtained his GCE A’ level certificate from Adisadel College, Cape Coast. He studied at the Kwame Nkrumah University of Science and Technology, Faculty of Pharmacy and Pharmaceutical Sciences and received his Bsc (Hons) in Pharmacy in 1988. He also studied at the Ghana Institute of Management and Public Administration and received a Master Degree of Development Management (MDM) with special interest in National Disaster Management in 2010. Torgbuiga further studied at the University Of London School Of Law and received a Bachelor of Laws (LLB) degree in 2013. He enrolled at the Ghana School of Law in 2014 and was called to the Bar in 2016. Torgbuiga also received several executive education certificates and Diplomas from different institutions where he acquired the knowledge in Insurance Management, Alternative Dispute Resolution and Corporate Secretoryship.
Torgbuiga Yaka IV was appointed by the Traditional Medicine Practice Council an agency under the Ministry of Health (MOH) Ghana in 2004, as the first Registrar of the Council. For more than two decades, Torgbuiga has been a leader in pharmaceutical services and in traditional medicine. He has been involved in the development of health policies such as: the development of general Health policies and strategies; development of regulatory policies and guidelines; Strategic Plan for the regulation of the Traditional & Alternative Medicine practice in Ghana; development of regulations and guidelines to provide legal frameworks for controlling generally complementary health care in Ghana; review/amendment of the TAM law
currently as TAM Bill among others. His specialization has been the developing and implementing policy alternatives that reflect international best practices but are also tailored to Ghana’s needs.
He is also currently a World Health Organisation (WHO) and West African Health Organisation (WAHO) expert in Traditional Medicine.
Torgbuiga’s long record of promoting Traditional and Alternative Medicine covers the: involvement in the national census of indigenous traditional healers, initiation and development of capacity building programs as Continuous Education/Continuous Professional Development for all categories of practitioners and Professional Qualifying Exams for Medical Herbalists and some Alternative Medicine Practitioners. He also worked in the area of Public Private Partnership (PPP) in the regulation of Traditional and Alternative Medicine (TAM) practice in Ghana.
Prior to working at the TMPC, Torgbuiga then known by his private aforesaid name GEA Denmark/All Life Pharmacy as a Medical Representative (1996 – 2000) and at 37 Military Hospital as Pharmacists (1990 – 1995)
Torgbuiga received an Honorary Fellowship Award from the Ghana College of Pharmacists.
He is a Traditional ruler/Divisional Chief in the Afife Traditional Area and a Native Doctor/Traditional healer. He is also currently: The President of the Ghana Hu Korku Association (GHUKA) having risen from the position of the General Secretary through the Vice Chairman; a Patron of the Ghana Psychic & Traditional Healers Association; and Special Advisor of the Royals for Peace & Development (ROPAD). Prior to his appointment as the 1st Registrar of the TMPC Ghana Torgbuiga (then known as Hunua Akakpo) was the Special Assistant to the then President of the Ghana Federation of Traditional Medicine Practitioners Association (GHAFTRAM) in the person of Agya Appiah. Since he was called to the Ghana Bar of Lawyers he also provides pro bono (free) legal services and advice to the needy in society.
He has special focus fighting Human rights abuses. He has a strong passion for African traditional religion and practices and ensures that there is little or no indoctrination from the foreign religions.
